Why does english irish and scottish folk music sound more melancholy than mainland europe music?

not trying to say that all of the music is melancholy, but the dance tunes sound more harmonious, compared to the dance tunes of italy, france, germany, poland. lots of the mainland dance tunes sound usually a tad bit mysterious, and goofy, where the british isles dance music seems a bit more serious. also, some of the folk songs that are in a major scale tend to use minor chords. ex. sea chanties, love songs. and the minor keyed songs seem to sound more sad, where an italian minor tune seems more mysterious.
